It is with great sadness that the family of Serge announces his passing on Friday December 7 2018 at the age of 62.

Left to cherish his memory are his wife Jocelyne, son Bernard (Emilie) and son Louis.Serge will be also greatly missed by his many close friends and colleagues.

Serge grew up in Robertsonville, Quebec. Public policy and economics always interested Serge and shaped his career choices which spanned academia and government. Serge became a respected scholar, a successful university educator, and a public servant much admired by many of his students and peers.

Known for his good nature and resilience, an easy laugh and a cheerful enthusiasm, he also had an infectious smile and a sharp intellect. He loved the friendly debating and sharing of ideas. His enthusiasm and passion were contagious, and brought out the best of his colleagues, staff and students.

However, what made his life extra special was how his life touched many in a positive way. He frequently gave his time and attention to friends, staff and students and had a unique genius in providing both inspiration and encouragement.

And ultimately what brought him the most joy was seeing many of his former students, staff and colleagues excelling -- exhibiting in their lives and careers the confidence and courage to be their best.

Serge's own career was quite accomplished. He graduated from Carnegie-Mellon University in Pittsburgh, Pennsylvania with a Ph.D. in Public Policy. His dissertation won the prestigious Outstanding Dissertation Award from the National Tax Association-Tax Institute of America. After university, Serge and Jocelyne settled in Victoria, where he taught at the University of Victoria. But a spirit of adventure led him to Ottawa and government service. He eventually became a General Director of Tax Policy at the Department of Finance. Prior to that, he served as Director of the Personal Income Tax Division at the Department of Finance and Chief Economist at Industry Canada. Serge returned to teaching economics at the University of Ottawa, where he published in the areas of labour economics and taxation theory and policy. Most recently, he became Associate Vice-President, Planning.

Despite a busy career in academia and government, Serge loved his family dearly and treasured time with Jocelyne, Bernard and Louis. Serge's journey with cancer began in 2017. Many special moments were shared with family and friends as he finished out his last days. Serge and his family are very grateful to the many who provided care, and appreciative of all who helped or expressed condolences during this difficult time. Serge especially wants to thank Jocelyne for her patience and devotion. She was the love of his life.

Friends and family are invited to gather at the Sacred Space of the Beechwood National Memorial Centre, 280 Beechwood Ave. on Saturday December 22, after 1 p.m. A Celebration of Serge’s Life will be held at 2 p.m. followed by a reception.

Serge lived an enjoyable life, if not a full life. He will be missed by all those who knew him. His family and friends got to enjoy one of life's great gifts.
